Bu çalışmanın amacı Franz Oppenheimer’ın devlet kuramının önemini;
devletin gelişiminde yaşadığı evrelere değinerek incelemektir. Birinci bölümde
Oppenheimer’ın iktisat anlayışı üzerinde karşılaştırmalı olarak durulacaktır.
İkinci bölümde düşünürün devlet kuramını inşa ediş tarzı araştırılacaktır.
Üçüncü bölümde teoride önemli bir yer işgal eden ve teorinin asıl iktisadi
boyutunu yaratan toprak mülkiyeti kavramı tartışılacaktır. Son olarak da
Oppenheimer’ın görüşlerindeki liberal eğilimli noktalar vurgulanmıştır.

The aim of this paper is to examine the significance of Franz
Oppenheimer’ s theory of state by touching on the steps which were experienced
during the development of the state. In the first section, economical
understanding of Oppenheimer is considered comparatively. In the second section
of this article, Oppenheimer’s style which was used during the construction of
the theory is evaluated. The third section of the article discusses the concept
of land property which lies at the core of the theory related with the
economical dimension. In the last section, some ideas of Oppenheimer which are
parallel with liberal thinking are mentioned.
